Health Data Analyst Total Rewards Benefits Consultant

POSITION PURPOSE

Represents an experienced consultant providing subject matter knowledge for supporting Total Rewards Benefits, its CoE Leaders, Leaders from other Centers of Expertise, and the HR Service Center in the design, development and delivery of programs and services intended to meet the needs of the Ministry. Provides specialized, consultative analytical support in the planning, defining, integrating and validating of functional area plans, programs and projects, including strategy, philosophy and policy development; assists in the design, development, review and modification of specific programs, plan provisions, tools, projects and procedures; develops and disseminates related communication and educational materials; participates in audits; performs evaluative analysis of plans and their impacts; and leads or participates in organization­ wide or Human Resources-sponsored  special projects or initiatives. Advises executives, managers and colleagues on Total Rewards Benefit programs, plans, projects, policies and procedures.  Work activities include managing a single large or multiple small to medium sized benefits project initiatives; coordinating annual benefit planning, enrollment and communications activities; managing various initiatives; service provider management; and responding to and completing multiple, varied and technically diverse assignments.

ESSENTIAL FUNCTIONS- Health Data analysis

Analyzes detailed medical cost data to understand cost and utilization trends and provides timely insight into claim cost drivers and identification of new improvement opportunities.

Utilizes relational databases, business intelligence and desktop analytical reporting tools to access medical claims data and develop standard and ad-hoc reports and summaries that support department projects and initiatives. Conducts analyses and modeling, accesses utilization trends, identifies risks, develops projections, determines opportunities and prepares summaries of findings.

Provides consultative analytical support in the planning, defining, integrating and validating of Benefit programs philosophy, strategy and approach.   Researches and identifies best practices and assists in designing, developing, reviewing, modifying

and costing specific programs, projects, tools, plan provisions and procedures. Develops locally defined policies and administrative procedures, as warranted. Develops, explains and disseminates related communication and educational materials. Engages colleagues in group presentations/seminars on programs, policies, changes or issues.  Participates in measuring program effectiveness and service delivery efficiency.

Coordinates and oversees open enrollment program (i.e., rate renewals, plan changes and communication) and transition to new plan year to ensure effective implementation of annual benefits cycle; compiles benefit selection and associated cost information; interfaces with ministries to obtain and exchange information and provide clarification of system benefit administration issues; and ensures readiness of payroll systems, benefits administration modules and interfaces to auxiliary systems to ensure the timely and accurate exchange of eligibility and enrollment data.

Leads various Benefits program management initiatives.  Facilitates meeting with Ministry leaders, as appropriate; leads program planning and implementation sessions; develops and delivers state-of-the-art communication and educational templates via toolbox, webinars and train-the-trainer; establishes, leads and communicates overall project expectations ensuring interactions and communications reflect consensus building; prepares and presents information to various groups and audiences; and serves as a technical resource responding to varied inquiries, requests and problems in order to met established timetable and deliverables.

Manages project management resources from various Human Resources, TIS, vendor and client departments in order to meet project objectives for benefit programs, automated enrollment modules and related plan administration/information services. Identifies information and system audit opportunities; manages audit process to ensure data accuracy and compliance.

Leads and participates in organization-wide or Human Resources-sponsored special projects or initiatives. Develops project plans with major milestones and critical paths to facilitate project control, as needed. Responsible for meeting scope, deadline and budget objectives. Reports project status to appropriate internal and external clients to solicit administrative support for project success. Coordinates evaluation of project processes and outcomes, and participates in the design of corrective actions in order to maintain quality standards and increase probability of success initiatives .

Leverages subject matter expertise in support of multi-year migration and integration of system-wide benefit program administration. Provides transitional benefit program and information systems management to the Ministry.

Manages service provider relationships to ensure the completion of assignments, resolution of outstanding claims and administrative disputes, and the effective and efficient reporting to the Ministry for benefit planning, analysis and operations.

Assists in building information management tools to improve ability to gather, analyze and report system-wide data needed to ensure cost effective benefit and systems solutions.

Participates in audit processes to ensure data accuracy and plan administration compliance. Identifies information and system audit opportunities. Identifies trends and escalates potential issues.

Consults with HR Service Center in responding to escalated inquiries from executives, managers and colleagues concerning Total Rewards programs;

disseminates general Total Rewards program, project, plan and/or policy information; performs administrative procedures and processes; and manages daily

carrier/vendor  relationships.

Provides consultative support to the Talent Management CoE in the design, development and delivery of Trinity Health's Talent Management programs, from a Total Rewards perspective.

Provides consultative support to Human Resources leaders and Senior Management Partners with executive performance management planning across all functional areas to ensure business objectives and ARC goals are aligned with Ministry

strategies.

Supports the planning, defining and validating of a Colleague Relations & Colleague Safety program philosophy and approach. Reviews policies and practices to ensure compliance with government regulations. Assists in the design, development and implementation of union representation management programs, tools and processes.

Supports Merger, Divestiture and Acquisition (MD&A) activities, as directed, by consulting Business Leaders and Senior Management Partners on and assisting in defining the Human Resources strategy, program philosophy and approach for the post-MD&A organization. Assists in conducting due diligence on Total Rewards programs, policies, operations and infrastructure to support MD&A negotiations. Conducts comparative benefits plan analysis and identifies potential system integration issues. Assists with coordinating and integrating the merged, acquired or divested organization ensuring alignment with Trinity Health culture, Total Rewards programs and policies. As warranted by business situation, participates in the design, development and implementation of Total Rewards programs and policies for post-MD&A organizations .

Assists in measuring and analyzing Total Rewards program, project and policy impact, return on investment and operational effectiveness .

Performs other duties as needed and assigned by Manager.

Maintains a working knowledge of applicable Federal, State and local laws/regulations; the Trinity Health Integrity and Compliance Program and Code of Conduct; as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.

MINIMUM  QUALIFICATIONS- health data analysis

+5 years of healthcare and analytical experience.  Knowledge and experience gained from health plan, health system the healthcare industry or a provider health network.

Knowledge of managed care and health care claims and or medical terminology and coding methodologies including HCPCS, CPT, ICD-10 and DRG's is preferred

Considerable knowledge and experience supporting and developing reporting and analytics for research, process improvement and population health management.  Ability to develop appropriate methods to collect, analyze and report data.

Must possess a comprehensive knowledge of Human Resources, as normally obtained through Bachelor's degree in Human Resources Management, Health, Business Administration or a related field, or an equivalent combination of education and experience. Master's degree preferred.

Minimum of five (5) to seven (7) years of progressively more responsible benefits, occupational health administration, and/or health and wellness administration experience , as well as benefits analysis , reporting and administration experience, including project management.   Health care experience preferred.

Considerable and in-depth knowledge of human resources practices, laws and regulations, and governmental and legislative requirements.

Previous management or consultant experience managing a single large or multiple concurrent small to medium implementation effort preferred.

Project management skills including the ability to define project objectives , identify stakeholders and their interests, plan steps, and coordinate resources to accomplish goals and objectives in an effective and timely manner.

Ability to respond to variable situations requiring analytical, interpretative, evaluative and constructive thinking abilities .  Strong logical and deductive reasoning abilities.

Substantial analytical and problem solving skills in order to independently evaluate and develop innovative solutions to complex situations while applying extensive Total Rewards experience .

Advanced level of written and verbal communication skills and oral presentation skills in order to interpret, explain, discuss and present technical and somewhat complex information. Ability to coach, mentor and provide guidance to lower level colleagues . Detail-oriented with a high level of organizational skills and ability to manage and complete work in an efficient and thorough manner.

Understanding of organizational structure, business operations , financial impact/analysis-bottom  line understanding.

Proficiency in software programs including Microsoft Office. Familiarity with WorkDay preferred.

Must be discrete and maintain the highest confidentiality with extremely sensitive data.

Must be able to set and organize own work priorities, and adapt to them as they change frequently. Must be able to work concurrently on a variety of tasks/projects in an environment that may be stressful with individuals having diverse personalities and work styles. Ability to concentrate, meet deadlines, work on several projects simultaneously and adapt to interruptions.

Operates in a typical office environment.  The area is well-lit, temperature controlled and free from hazards.

Communicates frequently, in person and over the phone, with people in all locations on product support issues. Hearing is needed for extensive telephone and in person communication.

Manual dexterity is needed in order to operate a computer keyboard.

Must be able to travel to the various Trinity Health sites as needed.

Must possess the ability to comply with Trinity Health policies and procedures.
