Director of Risk Management, Boise Full Time

Responsible for the performance of essential risk management functions at Saint Alphonsus Regional Medical Center (SARMC) and the Regional Health Ministry's (RHM) within the Saint Alphonsus Health System (SAHS). The position will oversee the SARMC Risk Management Department day-to-day activities that include coordinating insurance coverage, assisting the local claims process, interfacing with outside legal counsel, administering the risk management plan on a day-to-day basis, managing and analyzing risk management data, and directing risk management educational programs. The position also interfaces with the safety and quality staff in identifying safety and quality opportunities, assisting in creating annual risk management, safety and quality plans, and promoting a safety and quality culture. At the health system level, the Director interfaces with Trinity Health’s Insurance and Risk Management Services department (IRMS) and will coordinate new and existing initiatives with Trinity Health as those initiatives are implemented within SAHS. The position has direct responsibility for all risk management work within the Saint Alphonsus Health System and the appropriate reporting relationships to enable that responsibility.

SKILLS, KNOWLEDGE, EDUCATION AND EXPERIENCE:

  • Bachelor’s degree required, preferably in nursing or healthcare related field; master's degree preferred.
  • Current, relevant and robust experience in a health care risk management setting required.
  • Demonstrated team, analysis, presentation, and interpersonal skills. 
  • Intermediate computer skills with an emphasis on MS Office.
  • Previous management and leadership roles reporting to senior management preferred.
  • Able to travel as required to other health system sites; may include over night stays.

ESSENTIAL FUNCTIONS:

  • Knows, understands, incorporates, and demonstrates the Organization's Mission, Vision, and Values in behaviors, practices, and decisions.
  • Plans, develops and assists leadership in the creation of the hospital-wide and health system wide patient safety program. Works effectively with senior leadership of each hospital and medical staff to promote an environment of safety, incorporating the elements of the National Patient Safety Goals.
  • Promotes standardization of risk management and patient safety practices across the health system to ensure best practices, in each RHM and within SAMG, including such functions and processes as event investigation, proactive education, root cause analyses, and ensuring adequacy of peer review processes and confidentiality of peer review processes.
  • Promotes a health system culture of safety by actively encouraging and supporting reporting of any situation or circumstance that threatens or potentially threatens the safety of patients, associates or visitors.
  • Functions as, or in conjunction with, the Patient Safety Officer and/or coordinates investigation of potential or actual problems.  Participates in and supports the Risk Management/Patient Safety Committee/Quality Committee at each health system site.
  • Provides representation on the appropriate clinical and non-clinical committees within the SAHS to provide risk management/patient safety input.    
  • Coordinates the initial investigation of potential or adverse events, actively participates in the root cause analysis (RCA), and collaborates with the appropriate leadership to establish implementation timelines and monitors the closure of the corrective action plan.
  • Coordinates and tracks projects and initiatives related to risk management, patient safety and medical error reduction.
  • Collaborates in the development and implementation of systems for identifying adverse events and/or near misses and coordinating the appropriate risk reduction strategies.
  • Collaborates with others to develop, modify and create feedback to the organization on a regular basis about the learning's from SRE's, sentinel events, and incident reports.
  • Develops, implements, and oversees the Sentinel Event function and process.
  • Reports Serious Reportable Events to the home office per system policy.  Manages the SRE Alerts process within Saint Alphonsus Health System to ensure uniformity of reporting.    
  • Develops and provides ongoing reports to senior leadership and the Quality Committee of the Board at SARMC.  Presents and/or reports risk and safety issues, outcomes and recommendations, and is available to do so at any of the Board meetings within SAHS upon request.
  • Collaborates in the implementation of a proactive program for identifying risk to patient safety, reducing medical errors and coordinating compliance with applicable laws and regulations.
  • Tracks and trends key data elements related to patient and visitor safety and risk management.  Oversees proper maintenance of the reporting system, summarizes all occurrence and incident reports and assigns proper follow up.  Identifies major trending patterns and collaborates on corrective action utilizing the incident/occurrence reporting procedure. Is responsible for ensuring similar functions withinthe SAHS RHM's.
  • Collaborates with quality representatives in developing plans for improvement and the annual FY risk, quality and safety plan, indicators and goals.
  • Develops, coordinates and/or presents education for risk managers, medical staff, clinical and non-clinical associates, residents and students pertaining to patient care/safety and risk management. 
  • Participates in Unified Enterprise Ministry risk management education seminars, task forces and improvement activities representing the Saint Alphonsus Health System.
  • Develops and/or provides input to organizational policies and procedures on loss control, and patient safety, incorporating CHE Trinity Health Insurance/Risk Management recommendations.
  • Implements and ensures ongoing systems to comply with requirements of the Safe Medical Device Act (SMDA) and tracks and/or reports recalls and/or issues associated with the safety of medical devices and products.  Works collaboratively with all other hospital departments who have responsibility for SMDA tracking and/or reporting.
  • Apprises senior leadership of serious events, significant trends, patterns, and loss exposures.
  • Assists in the claims/litigation process as indicated across SAHS.
  • Assists in acquiring exposure data to facilitate insurance procurement. 
  • Provides input and/or support to other departments within the Ministry Organization as requested on issues related to regulatory reporting (i.e. CMS, FDA, IRB or TJC) and/or internal processes (i.e. peer review, medical staff credentialing, contract review). 
  • Provides risk management support to employed physician offices.
  • Collaborates with clinical staff to disclose and respond justly to adverse events. Works with non-clinical departments (i.e. Billing, Finance, etc.) and outside agencies to implement customer service recovery strategies (i.e. bill adjustments, write-offs, settlement negotiations). 
  • Provides guidance and support for patient care issues with legal implications (i.e. consent issues, adoption, guardianship, EMTALA, HIPAA). 
  • Is the point person in regards to professional malpractice insurance for employed physicians and others who are covered within their Saint Alphonsus Health System employment or contracts.
  • Seeks to improve the culture of safety specifically in regards to fostering a successful reporting culture, ensuring the five best practices of James Reason in regards to successful reporting cultures.
  • Oversees the SAHS utilization of the incident reporting system to maximize learnings and identification of opportunities across SAHS.
  • Creates a culture of risk management with the RHM risk managers, including system meetings and collaborations.
  • Responsible for giving input on performance evaluations annually for risk staff and for approving annual goals for risk staff at all RHM's.
  • Approves the annual risk management program for each RHM and is responsible for gauging periodic performance through the FY of those plans.
  • Provides ongoing support for all risk staff at each RHM and is responsible for the ongoing risk management work within each RHM
  • Provides operational oversight and management for Patient Relations across SAHS.
